The goals of the Aviation Security Service are to provide the highest reasonable standard of security and safety within all the services which it plans, provides and operates by identifying and minimising those risks arising from the CIVIL AVIATION activities which could contribute to safety incidents/accidents.

The objectives of AVSEC are to;

  • Ensure solid financial returns in proportion to the level of investment and, in doing so, optimally exploit the available assets and opportunities;
  • Ensure that AVSEC operates as efficiently as selected other leading international airports of similar scale in the region;
  • ensure that AVSEC operations are safe and secure, and are fully in compliance with all international safety and security standards and practices; and
  • to plan and develop airport infrastructure, facilities and services to meet anticipated demand.

At Honiara and Munda International Airports, AVSEC have a staff of twenty-two (22) full time staff excluding the AVSEC Manager and the Identification Officer.

With the current once a week flight schedule for Munda International Airport, SIACL has to deploy/ferry 2 AVSEC staff down to Munda to carry out passenger screening and return on A320 via Munda – Honiara route.

Key Responsibilities: Head of Avsec;

  1. Leadership & Development
  • Develop human resources, adapt leadership styles and build diverse, high performing teams.
  • Foster relationships with stakeholders to enhance service delivery and security outcomes
  1. Security Operations
  • Develop, update, and audit the airport security programme.
  • Conduct inspections and testing to ensure effective passenger and baggage screening
  1. Threat Management
  • Report and relay critical information on security threats or incidents to authorities.
  • Reevaluate and improve security measures after incidents in coordination with the Operations Manager
  1. Policy & Infrastructure
  • Recommend security features for new and existing airport facilities.
  • Ensure compliance with the Civil Aviation Act 2008, ICAO Annex 17 and related standards.
  1. Performance Monitoring
  • Maintain the effectiveness of security programmes and ensure compliance with performance standards
  1. Coordination
  • Collaborate with govt agencies and stakeholders to address security gaps and enforce measures.
